The 4.0 publisher [1] is still publishing to master instead of 4.0 (I guess bug in the patch of cloning it) [1]

Looking to see if changes are needed on resources.ovirt.org as well...

Figure out why this is failing.

As the version to ugrade _from_, the job is trying to use the following repo:

http://resources.ovirt.org/pub/ovirt-4.0-snapshot/rpm/el7/
http://resources.ovirt.org/pub/ovirt-4.0-snapshot-static/rpm/el7/

But it seems there is no ovirt-engine in those repos, so the
installation of the system to update _from_ is failing.

Not sure is that repo should be updated or wither we should change the
job to install the basic system from somewhere else.

integ team, please advise how to proceed.
