We used the static repos as temp solution until we'll get official repos ( either oVirt or external like CentOS ), so once we managed to get an RPM published and maintained on an official repo we removed it from the static repo.
Keeping RPMs in static caused a lot of errors like failures on outdated RPMs or conflicts with the same RPM from other repos, so we strived to clean the static repo as soon as we could.
I think [~sbonazolla@redhat.com] helped clean the last bits from there, it might have included this rpm as well. I think we communicated the process on JIRA or devel list, but if not I apologize if it wasn't communicated enough.
I think the best bet will be to use the repos defined in the oVirt release rpm, which should be updated always ( we also try to keep the OST reposync file updated according to it ).
