oVirt 3.6 is EOL and no further fixes were planned on that branch.
The reason it's failing is because the 3.6 publisher was dropped here [1], might have too soon if we have more patches pending.

However, the 'tested' repos should still be active [2], so you can try updating the .repos files under ovirt-engine.
I've sent a patch you rebase on and try [3]
