please add the ovirt-release40-snapshot.rpm to th e4.0-snapshot repo:
http://plain.resources.ovirt.org/pub/ovirt-4.0-snapshot/rpm/el7/noarch/

The missing file is currently blocking the 4.0-snapshot builds:
