I don't know you are deleting packages and re-install everything from scratch..

I can see you are trying to install with a hardcoded value that npm and indeed it was changed to:

http://mirror.centos.org/centos/8/AppStream/x86_64/os/Packages/npm-6.13.4-1.10.19.0.2.module_el8.2.0+310+695ca693.x86_64.rpm

We support centos 8 packages in our local mirrors..

I am not recommending such an approach as you can see, it might be a mess to install the exact version from inside the run.
