Its not a known issue AFAIK, though it is dependent on the network to the glance instance,
which sometimes can be unstable or slow, hence a test can fail.
We've had a network outage this morning, it could be related to it.
If you see the same test failure repeatedly, then we'll need to investigate further if something is wrong with the glance server.

Depending on external service in OST is big no no. How do you want to gate patches
when a test can fail randomly because of environment?

We must run glance inside the closed OST environment. Same for yum repos,
we must use mirrors running in the closed environment.
