thanks to ryan barry, we have a brand new artifactory server on the phx DC.

its working and tested also locally.

i believe we can start using it (jenkins master also have the xml file for it - artifactory-phx-ovirt-org-settings.xml (current is artifactory-ovirt-org-settings.xml).

for non-yaml jobs this needs to be updated in the job, for yaml jobs should be simpler and updated in the git repo.

i believe with some more verification by the weekly infra owner, we can finally migrate to the new server and dramatically improve job speed and tolerance for network issues, since now

the slaves will be in the same DC as artifactory.
