ERROR:  insert or update on table "vm_dynamic" violates foreign key constraint "vds_static_vm_dynamic_r"

DETAIL:  Key (run_on_vds)=(82f92946-9130-4dbd-8663-1ac0b50668a1) is not present in table "vds_static".

How to properly determine value “ run_on_vds” ? Is this node UUID?
