run the next command on hosts:
'virsh -r list' - for the vm's that are running on the host
'virsh -r dumpxml $dom(name of the VM) | grep outbound'
and check that you have the right values there for the outbound, the values in the xml are in Kilobytes.
you should have there:
<outbound average='256' peak='256' burst='102400'/>
