perhaps you are hitting an out of sync mirror? 4.5.0.3 is there: https://resources.ovirt.org/pub/ovirt-4.5/rpm/el8/noarch/ovirt-node-ng-image-update-4.5.0.3-1.el8.noarch.rpm
