if only a few hosts are affected, please run
vdsm-tool ovn-config <engine_ip_on_net> <name of the management network>
on each the host.
If multiple hosts are affected, this could be triggered by ansible as described in
https://ovirt.org/documentation/admin-guide/chap-External_Providers.html#configuring-hosts-for-an-ovn-tunnel-network
