Possibly latest sdk4 for EL7 is here:

https://resources.ovirt.org/pub/ovirt-4.3/rpm/el7Server/x86_64/python-ovirt-engine-sdk4-4.3.4-2.el7.x86_64.rpm

But it has been released mid 2020 and for 4.3. I think it should work in terms of API but perhaps it is missing some latest functionality

Not tried against 4.4 or 4.5
