I think the oVirt scheduling policy can be set to NOT run VMs on the arbiter node. This is something you can explore to solve your first 2 points.
The reason it'll be helpful to have arbiter also managed by oVirt is so that the maintenance and fencing logic are aware of the state of all nodes in the cluster. There's logic added specific to gluster to ensure that quorum is not lost while moving a node to maintenance/when a node is fenced.

 
3) Oracle DB requests  licences for all nodes in cluster ( lic. per each available CPU socket in cluster ). Nobody will not spent money for unuseable CPU socket , especially dedicated cluster user :-(  )

For this one, I have no solution
 

From that reasons arbiter not in cluster included.

The followed partial list of "engine.log" shows requests to "arbiter node" ( 16.0.0.159)  connectivity.
This requested 3rd node of gluster(arbiter)  is NOT included in oVirt environment and will NOT.
Maybe this is that problem, but I'm not shure, especially how to fix this.
