If you are sure that you are not in global maintenance mode you can execute engine-setup with:
engine-setup --otopi-environment=OVESETUP_CONFIG/continueSetupOnHEVM=bool:True
to skip that check.

At the end I suggest to ensure you correctly disable ovirt-ha-agent and ovirt-ha-broker on all the hosts.

I was using hosted engine on nodes earlier but later remove the nodes and using ovirt egine on seperate bare-metal.

Any pointers?
