I can explain the cause :)
when disk is first device, and the iso is unreachable the vm should not start (you can try it... create a new vm, give it an iso -> deactivate the iso domain -> try to start the vm -> you will get an error in UI).
the vm configuration's boot sequence is a set one. it will not change if you eject the cd... so next time you try to run the vm it will still try to boot from the disk you ejected.
when you ran the vm, there is an xml file sent to libvirt and that is the vm configuration. even if you ejected the cd, the boot sequence in the xml still has the cd as first boot device. hence, when we try to re-create the vm in the target host, we will try to create the vm with the cd as first device -> it does not exists anymore -> we get an exception and fail migration.
