I expect that there is an helpful error explaning the problem while connecting to 192.161.21:6642.

Some other things:
  - what's the output of 'ip a' on ovirt-engine ?
  - ssh into one of the hosts in that cluster and do 'ovs-vsctl list Open'

With this we can check that the OVN configuration is correct.
