In the end, I completed the task (OVA imported).
The root of the problem is that I tried to use the import with thin provision.
But there is a known issue https://bugzilla.redhat.com/show_bug.cgi?id=1382404
Workaround: Import VM from OVA as preallocated
It's not a very good solution, but it is better than nothing
