Yeah, that wouldn't work since the VM is locked in-memory (as opposed to being locked in the database).

What's the status of the VMs that are attached to the pool? It may be that some of those VMs cannot be stopped and so they remain locked by the remove-pool operation, but hard to tell without a complete engine log.
Anyway, you can restart the engine - it would probably release that in-memory lock that prevents you from removing the VM.
