I hope I understand your question correctly.
A VM run on a host and host exist in a cluster which means that if you want to make sure your VM is "running" in a specific cluster you need to run it on a host that exist in that cluster.

The Cluster pulldown menu for the VM implies that it should be possible but there is only one choice, the cluster the VM last ran in.


I can find nothing in the documentation etc.
