Yes it was originally installed in virt only rather than both and it doesn't ask when running engine-setup, in the answerfile it has
OVESETUP_CONFIG/applicationMode=none:None
It lets me configure it at the cluster level so I was initially confused as to why it didn't work.
I have been trying to find an option for otopi.

do you know how to configure the gluster service in an already installed engine, it was originally installed with virt only service
engine-setup --reconfigure-optional-components only allows me to install the ovirt-ovn-provider

If you already have the setup running with 3 nodes, you can add the additional nodes using the oVirt engine.
