Did a fresh engine install/setup of a newer build from master and this behavior is still persists.
Fresh install/setup using the older build from the commit I mentioned previously I can confirm that the the issue is not present, things work as expected.

Is your management network a non-vm network ? The described symptom
looks a like [1].
