  I've been watching Logan's thread as well, I think I just found the hosted engine bit at the bottom of the new host dialog.

  I've removed a host and am just redeploying...

Did you deployed the additional hosted-engine hosts from the engine?
Could you please connect to that hosts and execute:
 hosted-engine --set-maintenance --mode=none

You probably hit this one:

So I tried to enable 'HA Reservation', but I can't because host '1' can't be put into maintenance mode because HE can't migrate
