Do you have a link to the documentation of the Cinder driver you want to use?

You will need to have the disks available on all the hosts on the DC in order to be able to migrate the VM.
You can configure the hosts that the VM can run on if you want to enable only specific hosts.

Note that this feature is still on tech preview and only a limited set of drivers has been tested.
Also, there are manual installation steps that you will need to do:
