I tried manually copying the directory /etc/ovirt-engine/sysprep to /usr/share/ovirt-engine/conf, and then running engine-setup

I now get a different failure:

[ ERROR ] Failed to execute stage 'Misc configuration': function inst_add_glance_provider(unknown, unknown, unknown, unknown, unknown) does not exist LINE 2:                 select inst_add_glance_provider(                                ^ HINT:  No function matches the given name and argument types. You might need to add explicit type casts. 

I am attaching the logs from both in case this was a bogus thing to try

-20140331175537.log has the original failure and the second  in in the other file.
