Yes my user should have permission to see the VM since it is in the VM permission table

I have look at the version from the web ui and it says

Software Version:4.2.0.2-1.el7.centos

why it is not 4.2.4

my repo in the engine VM is

[ovirt-4.2]
name=Latest oVirt 4.2 Release
#baseurl=http://resources.ovirt.org/pub/ovirt-4.2/rpm/el$releasever/
mirrorlist=http://resources.ovirt.org/pub/yum-repo/mirrorlist-ovirt-4.2-el$releasever

Yes, that code is released and it should be working. Can you describe your permissions? Does your user have permissions to see the vm?
