yesterday I installed a 4.0.6 ovirt engine on a CentOS 7.3 server and I was then able to connect.
Today I try to login, I mispelled some times the password and then I get this in web admin portal

Cannot Login. User Account is Disabled or Locked, Please contact your system administrator.

So Ok, I found it

Even after restart of engine nothing changed
Tried the command without the "--password-valid-to" switch but nothing changed
So I used the "show" option

[root@ovmgr1 ~]# ovirt-aaa-jdbc-tool user show admin

[root@ovmgr1 ~]#

And now I'm able to connect...
