From the logs it seams that host 1 and host 3 are stable at 3400 points while host 2 periodically goes down to 1800 due to:

MainThread::INFO::2017-01-01 17:26:33,324::states::128::ovirt_hosted_engine_ha.agent.hosted_engine.HostedEngine::(score) Penalizing score by 1600 due to gateway status
