Instead can I build a new oVirt with 4.2 and nodes and import the storage domain and register the vms ? is this possible?

No you can't.
You need to upgrade to 3.6 first, both engine and hosts.
Once you're at 3.6, you can upgrade engine to 4.0 and hosts directly to 4.2.
Then you can upgrade engine to 4.1 and then to 4.2.

Please upgrade your deployment to 4.2 as soon as practical.
