well, it depends on the specific properties of your environment - it could be that with certain values the cpu usage wouldn't change.
as for the last part, yeah - we don't set it in the cputune part of the domain xml but rather in the metadata section.
you should look for it within the <ovirt-tune:qos> section - mom is supposed to detect this and make the changes in libvirt [1]
