These properties are a part of load balancing (you will either get them with default values when selecting one of the pre-defined scheduling policies that include load balancing or you can set them when creating/editing a new scheduling policy with load balancing)

Regarding the example above , HighUtilization and CpuOverCommitDurationMinutes are intertwined.
HighUtilization or other similar properties will use to determine if the cpu/memory load for a host is outside of utilization values (determination of under utilized hosts / over utilized hosts)
- these will be taken into account if the defined CpuOverCommitDurationMinutes property has passed   (and you can see the connection the other way around)
