try to add an outdated mirror (this one seams OK: ftp.is.co.za) with that file still in as a different  repo with another name

Or directly download it from here:
ftp://ftp.is.co.za/mirror/fedora.redhat.com/epel/6/i386/python-websockify-0.5.1-1.el6.noarch.rpm
and then create and add a local repo with just that file.
