I'm using the power_saving schedule to minimise the number of physical hosts which works as expected when scaling in, however it doesn't appear to ever scale out.

  I've tried setting the minimum and maximum RAM and lowering the HighUsage (Utilization in American) percentage but it never starts another host.

  If I don't change the scheduling policy and manually start another host, it gets powered off by the scheduler before any resources get allocated to it.

  Am I missing a setting or is it just a MASSIVE flaw in the scheduler?
