The original system was on 4.4.8.5

I'm not sure what minor version the system I restored it to.

Yes, I ran engine-setup after the restore.

I then did an upgrade to 4.4.9.4

I also upgraded the new system to centos8 stream.

what is your version of runner and runner service?
rpm -qa "*ansible-runner*"
It is a bit strange that the /var/log/ovirt-engine/ansible-runner-service.log does not exist. 

From which version did you upgrade the engine?
Have you run the engine-setup after the restore?

 at [Source: (org.apache.http.conn.EofSensorInputStream); line: 1, column: 2]. Please check logs for more details: /var/log/ovirt-engine/ansible-runner-service.log.

Unfortunately the file /var/log/ovirt-engine/ansible-runner-service.log doesn't exist.
