I think what you want is to set VmCreator either at the Datacenter or at Cluster level, also set DiskProfileUser at the Datacenter or Storage Domain if you want to limit them to creating disks in specific storage domains, if you set the
VnicProfileUser on specific network profiles you can limit which networks they have access to.
