Just one comment : Maybe I'm missing something, but as the rubygem-fluent-plugin-viaq_data_model is a "noarch" package, the problem should not be only for ppc64le centos, but for all supported platforms (and so also for x86_64 platform)...
Despite the package is noarch, it should be pulished both on x86_64 at http://mirror.centos.org/centos/7/opstools/x86_64 and on ppc64le at http://mirror.centos.org/altarch/7/opstools/ppc64le or at http://mirror.centos.org/centos/7/opstools/ppc64le
Sadly the altarch publisher is not working in CentOS. Opened another bug to track it on https://bugs.centos.org/view.php?id=13633
