By running this command "hosted-engine --vm-start"  getting the below output  will this harm engine ? is it safe to use this command ?

VM exists and is down, destroying it

How? Manually? Did you set maintenance mode? Please check [1].

Perhaps you also rebooted the host?

You can try to check the logs in /var/log/ovirt-hosted-engine-ha and/or
restart the ha services.
