Sorry, I was unclear about my instalation: so my management node is Fedora 19 with Ovirt-stables and ovirt-updates-testing repos enabled installed with 'Both' - to be sure I 'grep' ed in ovirt-engine-setup  'ApplicationMode' and got      'select fn_db_add_config_value('ApplicationMode','255','general');' ; my 2 hosts (nodes) are virt-node-iso-3.1.0-0.999.201310020841draft.vdsm.fc19.iso. and the problem is as described in my previous message.

no, when talking about "both" mode the ovirt-engine (management node)
setup was the targeted installation.
if you did not install the engine in "both" mode, you need to tweak the
DB or reinstall.
