And it might be where the network configuration on the installation host has already been partially changed to include the bridge that's used to communicate with HostedEngineLocal.

The installation is not able to pick up cleanly from every possible intermediate point, so sometimes you have to restart from a relatively clean slate by runnung 'ovirt-hosted-engine-cleanup' first.
