Windows 7 doesn't have native USB 3.0 support. Some people have reported success with the NEC USB 3.0 drivers, but alas there is no generic nor virt specific USB 3.0 driver for Windows 7.
In other KVM managers there is an option to change the emulated USB controller to 2.0 only, but oVirt lacks such an option. You might have luck with writing a custom hook to change the vm domain xml at launch if you really need it.
You could also try changing the custom machine type to one of the i440fx variants to see if that gives you USB 2.0, but I've not attempted it recently.
Do you need USB 3.0 specificily, or is this a "want to get rid of that last yellow caution symbol in Device Manager" thing? :)
