Gerrit hooks

Good morning!

Some basic gerrit hooks will be installed between today and tomorrow,
the first part is only the basic scripts that allow the individualized
execution of the hooks and the second part will bu the hooks themselves.

In a few minutes I'll start the installation of the infrastructure to
support the hooks, no service downtime is expected, in the worst case a
restart will be required though.

The second intervention will take place tomorrow morning (earlier than
today), and should not cause any service downtime neither (but as before
in the worst case a restart will be required).

I'll send another email later today explaining what this first set of
hooks will control.
