ok, So this took a while to locate considering how long it has been, and 
since this utility literally went mostly unchanged since its inception 
circa 2008...
Rich - based on the naming of your utility, its seems like an old build 
(uses svn versioning...)

Russ - back in 2010 we started the effort of open sourcing rhev-apt, 
located here:
https://fedorahosted.org/CDUpgrader/

TBH, i don't remember in which state it is, or that we finished moving 
rhev-apt to be based of CDUpgrader as a proper upstream.
but CDUpgrader is probably where to start on this (and we want to work 
on it, i suggest we create a repo for it on gerrit.ovirt.org instead of 
the current fedorahosted one).

(I highly suggest using this mailing list, rather than the one in the 
wiki to discuss it more...)
