I'd actually bring up a complete proposal first to the list - perhaps the
use case is interesting and general, not only to a specific use case.
The briefly described one sounds as such.
If so, it'll make much more sense to do the (initially harder) contribution
of code to the user portal over the (maintenance forever) fork.
