And specifically,
https://bodhi.fedoraproject.org/updates/FEDORA-EPEL-2016-277e8cf30d
says that safelease >= 1.0-7 was pushed to stable 4 months ago,
2016-03-24 15:32:12 (UTC).

So the probalem is in a specific rpm mirror, probably.
