The .spec for this package doesn't build the Python 3 package:

Only the Fedora 23 .spec does:

You can also verify that the Jenkins build for el7 didn't produce a
Python 3 package:

So the problem must be somewhere else. Maybe the fact that the .rpm file
doesn't contain the distribution tag?
