core: AddBricksToGlusterVolumeCommand redundancy

AddBricksToGlusterVolumeCommand.canDoAction() checks that
getParameters().getBricks() is not null or empty. Therefore, it's
redundant to re-check it in the executeCommand() method.

This patch fixes Coverity defect CID 1311883.
