move ovirt-engine build artifacts to build on-change

	Now that we build 'minimal' profile for
	engine and build time is only 10 min,
	we should trigger the build-artifacts
	on each change like we do for all other
	projects and not run it each 2 hours.

	This change will enable faster run of
	OST jobs and improved traceback of
	patch that causes a regressions.
	Furthermore, it will add crucial
	metadata on the author/committer
	of the patch if we want to alert
	him on the failure.

	In additon, removed the limitation to
	build on physical slaves, as one
	permutation should work also on
	normal VMs.
