webadmin: hide unnecessary label from Edit VM popup

This patch removes the unnecessary label "Disks Allocation:" from the
"Resource Allocation" tab in the "Edit Virtual Machine" popup.
It sets the visibility of the label to be false so that only when there
are disks to display, it is set to true.
