core: Move CompatibilityVersionUtils to bll

As CompatibilityVersionUtils is only used by the bll module and as it
uses JDK classes that shouldn't be allowed in the common (it breaks
animal sniffer), bll is the more appropriate place for it.

This patch moves it accordingly.
