manual ost: added an option to choose a fallback repo.

Now users can choose to run their patch on-top of 'latest tested' repo
or 'latest released' repo

Also, removed unneeded 'parameters' file which included only one
parameter, which was used only on this specific jobs template. So I've
implemented the same parameter as part of the template itself to
simplify the code
