restapi: Implement 'seal' parameter for creation of a template

Implement 'seal' parameter for creation of a template that is present in
REST API model 4.2.7. This parameter is passed as sealTemplate property
in AddVmTemplateParameters and will instruct AddVmTemplateCommand to
seal the template after creation.
